We are back with our monthly permit blog, where we highlight the latest permits and upcoming developments that are moving the FM area forward. Our goal with tracking and sharing this data is to help keep business owners, investors, and community members informed about what is coming next and how we are tracking compared to the previous year. 

New Commercial & Multifamily Permits – September & YTD

It was a slow month for permits across the metro, yet busier than the same month in 2024. For the month of September 2025, the metro recorded 12 new commercial & multifamily building permits, representing just over $17.5 million in new commercial real estate investments across Moorhead, Fargo, and West Fargo. That compares to 3 new commercial & multifamily permits in September of 2024 with a total value of $4M. 

While September 2025 was better than September 2024, we are still well short of the permit numbers year-to-date. So far in 2025 through September, there have been 139 new commercial permits totaling $254M, compared to 131 permits YTD in 2024 totaling $415M (down 39% in $ value YOY).

 

Some of the more noteworthy new commercial projects permitted in September include: 

  • A new 85-unit 55+ apartment building on the corner of 40th Ave S and 45th St | $12.5M
  • A new medical-based building on 32nd Ave S next to Koda Bank | $2.3M 
  • A new cold storage building with loading dock off 7th Ave N and 18th St | $900k

Commercial Remodel Permits – September & YTD

The metro also saw over $10.2M in commercial remodel permits this September, which compares favorably to just $2.3M in commercial remodel permits in September of 2024. Year-to-date, 2025 commercial remodel permits stand at $122.4M compared to $149.6M YTD in 2024 (down 18% YOY).

 

Notable commercial remodel permits in September included:

  • A $1.9M remodel of office space in the former Pracs building at 4840 23rd Ave S.
  • A $1.5M fit-up for a new lab in Aldevron’s building at 4055 41st Ave S.
  • A $1M fit-up for Randy’s Diner at Midtown Market, 2301 University Drive S. 
  • A $150k remodel for a new UPS Store at the Galleria on Veterans at 5675 26th Ave S
